What is Zone Zero?
Zone Zero — officially the "Ember-Resistant Zone" — is a 0 to 5 foot buffer measured from any structure on your property: your home, garage, deck, and stairs. Under California AB 3074 and Public Resources Code §4291, all combustible materials in this zone must be removed or replaced with non-combustible alternatives.
The goal is an ember-resistant perimeter that stops wind-driven embers from igniting materials next to your home. It matters here because more than 817,000+ acres of San Diego County are designated Very High Fire Hazard Severity Zones.
Critical deadline: existing homes in Very High Fire Severity Zones must comply by February 2027. New construction must comply immediately upon completion.

Does your fence need to change?
Most backyards have a wood fence along the property line. The simple rule: measure 5 feet from your house. Any fence or gate within that 5-foot zone must be non-combustible. Everything beyond 5 feet can stay as-is.

Zone Zero FAQ
Do I need to replace my entire fence?
No. Only fence sections within 5 feet of ANY structure (yours or your neighbor's) made of combustible materials must be replaced. Fencing further than 5 feet from all structures can remain as-is.
Can I use fire-retardant treated wood?
No. Fire-retardant treated wood is still combustible and fails ASTM E136 non-combustibility testing. It does not meet Zone Zero requirements.
What about shared fences with my neighbor?
If your neighbor's house is within 5 feet of a shared fence, that fence falls in their Zone 0 and must be non-combustible — even if your house is farther away (CA Civil Code §841).
What happens if I don't comply by February 2027?
Penalties range from $500 to $1,000+ per violation. More importantly, non-compliant properties face increased wildfire risk and potential insurance issues.
